Mobile phone fines from today in the UK

From today, if you are driving a car and using a hand-held mobile phone in the UK, you will be liable to be stopped by the police and fined at least £30, or up to £1,000 if taken to court.
The Press Association are claiming that a recent survey has exposed that only 6% of the population are aware of the new ruling and one third of them think it’s coming into affect in 2004. Looks like the Government advertising campaign wasn’t that successful.
I still remain confused as to why holding a phone and driving will become a finable offence, but driving with a lit cigarette, with a temperature of around 580 deg C (or 1112 deg F), will remain legal.
