“commercially sensitive” - The blanket excuse

Using the ever-great TheyWorkForYou.com, which takes what is said in the UK parliament, and makes easily accessible to the countries citizens, I see that when Marc Harper asked how much it is expected to cost to run the proposed ID card scheme in the UK, Tony McNulty (Minister of State, Home Office)replied
The current best estimate for the total average running costs for issuing passports and ID cards to UK nationals is £584 million per annum.The Home Office is not breaking this cost down further, nor publishing details of set-up costs, because this information is commercially sensitive and discussion of more detailed estimated costs may prejudice the procurement process by limiting the Department’s ability to secure value for money from the market.
The ever-increasing blanket use of “commercially sensitive” as a reason to not reveal information really gets my goat.
